The City of Houston’s WATER Fund Program helps low-income senior citizens (60+) who are residential utility customers of the City of Houston and reside in single-family houses. Disabled or low-income consumers may also receive limited assistance.

Those who have satisfied the Federal (Health and Human Services) Poverty Guidelines for three (3) months or longer will be higher priorities for help paying your water bill.

How Much Money Does The WATER Fund Pay?

Qualifying senior citizens in Houston can get up to $100 off their water bills every six months.

If the water bill is less than $100, qualified seniors may use any remaining amount in the following months to pay their prior payments. Customers may re-apply for further assistance at the end of six (6) months.

To apply for help paying your water bill in Houston, you must complete the WATER Fund application.

Applications can be made to the City of Houston for W.A.T.E.R Fund assistance only. Other public and private agencies also assist residences with the payment of their utility bills.
